Our commitment
The Texas Regulatory Efficiency Office (TREO) is committed to providing a public regulatory portal that is accessible to people with disabilities. We measure conformance against Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, the standard required of Texas state-agency websites under 1 Texas Administrative Code §213.41(g) and adopted by federal Section 508 (36 CFR Part 1194) and ADA Title II (28 CFR Part 35, 2024 final rule).
This statement is published to satisfy 1 TAC §206.70 (state agency website accessibility policy) and Texas Government Code §2054.4593 (Modernization of State Agency Internet Websites and Digital Services, HB 5195).
Conformance status
TREO targets WCAG 2.1 Level AA conformance across the public chat, dashboard, and accompanying informational pages. Conformance reviews include automated scans (WAVE, Axe DevTools) and manual screen-reader testing with VoiceOver, NVDA, and JAWS.
Specific accommodations already in place include: a skip-to-main link on every page, full keyboard operability, visible focus indicators on every interactive element, programmatic labels on every form control, semantic landmarks (<main>, <header>, <footer>), live regions for streamed assistant responses, dynamic <html lang> updates when the language toggle is used, support for prefers-reduced-motion and prefers-contrast: more user preferences, and color contrast meeting or exceeding 4.5:1 for normal text and 3:1 for large text and non-text UI components.
Known limitations
We disclose the following gaps so users and assistive-technology vendors can plan around them:
- Third-party PDFs and forms. The portal links to official agency PDF forms hosted on third-party state-agency websites. The accessibility of those documents is the responsibility of the publishing agency. If you encounter a PDF that is not accessible, contact the originating agency directly or use the barrier-report path below and we will help you obtain the information another way.
- AI-generated tables and charts. Dynamic panels that render AI-produced tables and charts use semantic markup but may not always include narrative descriptions for every visual data point. We are extending the panel templates with text-form alternates as a follow-up.
- File upload metadata. Uploaded image EXIF data is preserved at present (not stripped). This is a privacy/data concern rather than an accessibility concern, but is disclosed for completeness.
Report an accessibility barrier
If you encounter content on this portal that is not accessible, or you cannot complete a task because of an accessibility barrier, please tell us. We aim to respond within three business days and to provide an alternative way to access the information you need.

When reporting a barrier, please include the page URL, a description of what you were trying to do, the assistive technology and browser you were using, and any error messages you saw. This helps us reproduce and fix the issue quickly.
